The agency of water

Statute: it is a publicly-owned establishment of the State in matter administrative, equipped with the civil personality and financial autonomy, created by the law on the water of 1964.
Its principal mission: to help financially and technically operations of general interest to the service of the water and the environment of the basin: the water pollution abatement, protection and restoration of the water resources (rivers and tablecloths) and of the natural aquatic environments. It is charged to facilitate the actions of interest common to the basin (studies, search, works...).
With this intention, it is necessary for him to know the natural environment, to define the technical solutions, to plan, program, follow the interventions, to inform, sensitize... it is the role of the 200 professionals who work at the agency of water.
Program and priorities: it intervenes within the framework of programmes of five years intervention prepared and validated by the board of directors and the committee of basin. The current program 1997-2001 carries in priority on the depollution of domestic worn water. In fact significant sums are devoted through the agency of water to the reconquest of water of the Rhine-Meuse basin, about 182.94 M€ per annum. Each inhabitant contributes individually to this action with the service of the interest common and the environment through price of water: indeed, for one liter of water taken and rejected (dirtied) in the natural environment, the user of the Rhine-Meuse basin pays an average price of 0.02 € a including little more than 0.45 hundred at the agency water Rhine-Meuse for depollution.
Means: its receipts are royalties which it perceives on the users of water (inhabitants, economic actors) according to the principle "pollutant-payer" and which it redistributes in the form of financial assistances with the private or public owners building who contribute to the water pollution abatement, to the improvement of the allocation of resources out of water, to the protection and the restoration of the natural aquatic environments, to the reconquest of the quality of water in the common advantage of the basin.
Originality: it follows a policy contractual in partnership with the actors of depollution (economic areas, departments, communes, actors) with obligation of measurable physical results on the natural environment and guaranteed financings for the building owners.
Zone of competence: it is the catchment area Rhine-Meuse. It covers three areas: Lorraine, Alsace and Champagne-Ardenne and eight departments.
There are six agencies of water in France covering the six large French catchment areas for which there are six committees of basin, to which the committees of basin of Guyana are added, of the Guadeloupe, of Martinique and Reunion. There are not yet agencies of water in the departments and overseas territories but a system of sponsorship exists with the metropolitan agencies.
The agencies of water have a delegation in Brussels.
International action: of the six basins not to only have a direct zone of littoral, the Rhine-Meuse basin is very marked by its European context, the whole of water of the basin being thrown in the Rhine and its affluents and leading in the North Sea. This position of frontier basin of Switzerland, Germany, Luxembourg, Belgium and the Netherlands gave place of long date to many international exchanges within the framework of commissions: The Rhine, the Moselle-Saar and Meuse.
General administration: like all the publicly-owned establishments, the agency of water is managed by a board of directors (deliberating body) and a director (executive body).
The Minister for the environment and regional planning and the Minister for the economy, finances and industry exert an administrative and financial supervision on the establishment. They appoint for this purpose a government commissioner.
